this is a time to be strong and to fight adversity. still down to fight even after being handed a stiff prison sentence, 14 years behind bars for rod blagojevich's. the road ahead for the former governor and its impact on the politics of illinois. good evening m. marks of elsah. >> a dramatic chapter in illinois corruption history the sentencing of the rod blagojevich. >> the wait is over now he knows what blagojevich's is soon to be a prisoner, he is expected to

surrender on february 16th, his fall from grace has been hard one to demand that once held the highest office in the state now holds the dubious distinction of being held in the long sentence ever imposed on the governor of illinois, 14 years. healmost three years ago today it began with the early morning rest of the governor, this day he leaves the dirksen federal building broke humiliated his lawyers say in facing prison time. the public has had enough and judges have had enough, this needs to stop. >> the sentence handed to him was more than twice that of george ryan his predecessor sentence just five years ago for months the chatted defendant with to try and a conviction hanging over his head was holding out for something less

and instead he got something more. in court the defendant ask for mercy and admitted his flaws and accepted a responsibility for his wrongdoings saying this: i stand here convicted of crime i am accepting of it, i acknowledge it and i'm unbelievably sorry for it. he apologized to the judge, the jury his brother robert he dragged into illinois politics and then his voice cracking at times he apologized to his wife and two daughters, he said he never set out to break the law and does result his family has had to suffer. after his 15 minutes at the microphone the judge took over, he accepted the defendants' apology and made it clear that the x governor's actions didn't just destroy the book by pitch family, he's hard to state of illinois the public trust was lost. it is too late,

the judge later added when it is the governor that goes bad the fabric of illinois is torn into the figures in not easily to pairs repaired, you did that damage, the jury did not believe you in snider die. the judge then handed down the sentence, 14 years. he just dared and listened his wife held it together until the hearing concluded and then she rushed to his open arms and wept. he will do anything he can to help his children and help his wife to get through this, to be strong. they ought to be if a 14 year sentence doesn't stop them i wouldn't want to be sitting in front of a judge after that. i did speak with one of the jurors after a trial he indicated to her and others that the governor has a tremendous public responsibility one man in court

he said its second only to the role of president. i've heard some of the jurors from the two trials were disappointed in what they thought was not a big enough apology or eight i take responsibility. >> they were looking for stronger words. i think people in other environments perhaps are used to a more straightforward apology and maybe this one didn't sound quite as direct it was a heartfelt apology i think the difficulty in it is that it was an apology as the judge said that came too late. people are debating whether they believe it or not it certainly sounded sincere. >> 14 years along time in a man's life, federal rules require that he serves at least 85% of the 14 year sentence which would be 12 years, that

means he will be released from prison in 2024, he will be about 67 years old and his little girls would be 20 and 27 by then. mark and mike guess so many possibilities here, normally the bureau of prisons will keep someone within 5 mi. of their home but when you consider jail overcrowding he could end up anywhere in the country, they will consider things like medical needs, past criminal background and other smaller things like skills or education. >> rod blagojevich's home tonight unlikely considering where he will spend the next 12 years or so the former governor expected to end up in a low security prison, what that means the national prison consultant ways and. the level of violence and a low security prison is not likely to be seen on tv but it is always troubling.

chicago, it is not a camp, but it is a federal penitentiary. former mayor quentin kilpatrick in the end it will be up to the bureau of prisons to decide, the defense reportedly set to be requesting a house and oxford wisconsin of minimum security prison but his sentence may keep him away. there is a chance he could end up in a camp or a minimum security prison i think that's unlikely but it's certainly possible. the defense will make its prison request friday the judge will then make a recommendation to the bureau of prisons and they will take that into account blagojevich's expected to start serving his time february 16th. >> former federal prosecutor jeff kramer who prosecuted former sun * owner conrad black

also the police commander john burke for serving time. 14 years some say harsh and some say perfect, would you think about that and will this deter others from corruption. >> the judge clearly agreed agreed with the government on a lot of issues. in the context of things i think it's a fair sentence, will be a deterrent, i don't know. you always hope that these things will send the message, it may not end for someone with the governor or like the governor who thinks that they are not going to get caught but you would hope that a 14 year sentence >> judges are human i know there's a federal sentencing guideline but the judge did talk about the political

ramifications or at least implied in terms of what mr. book by pitch did and was convicted of, had gov ryan for example not on the six and a half year sentence is it possible that blagojevich's would have been less in other words it seems like it was a stairstep can we stop this plays we are seeing the progression and if you go back to the ryan case of six years there have been judges that had given harsh words to defendants in corruption cases and then had to give them a harsh sentence. but the sentencing of 20 ruska attended a half years that moved it up. they should get sentences consistent with their actions it seems to be somewhat obvious that blagojevich's is going to be higher than that if you're the next guy or the next woman the number keeps going up. is this sentence appeal

this is the second time in five years a governor has gone to prison and received a sentence like this in fact several politicians have gone to prison over the last few years is this just the fabric of illinois politics? >> i think part of the reason for the sentence was that you have rod blagojevich coming into office after george ryan was enmeshed in scandal, then you turn around and find out all of the things that look lloyd was busy doing it all comes down to the fact that despite the fact that lawmakers try to do these ethics reform that involve who condone the and how much the condoning there's always a way around and it's truly about the influence of money and political campaigns that drive this corruption. >> pat collins was the federal prosecutor who helped put gov ryan in prison headed up ethics reform and had some 20 points of improvement for the state of

illinois and politics in general, and eventually springfield's thumbs down to it and it didn't stick. >> that's why a look at the sentences more as one of an issue of deterrence rather than may be spurring on in ethics reform, one of the problems in these recommendations this was gov queen's own special blue ribbon tax course the recommended it, even the governor himself didn't embrace all of the findings of that commission but when you have the fact that legislative leaders in springfield and the general assembly to really control their reelection campaigns of their members in return for their loyalty with campaign funds on limiting unlimited spending amounts to insure them to give up their reelection, we are seeing how money permeates its way into the special interest to recapture the year of lawmakers. >> is it really going to change?

major development falling tribune investigation on rampant pension abuse we've learned grand jury subpoenas have gone out to the records of many top leaders in the city, the very targets of our story. it's a simple piece of paper but one

and nobody ever wants to get a federal grand jury subpoena is seeking record in an official criminal investigation. it has for all sorts of documents including sworn statements and affidavits from current and former union bosses top labor leaders and the city that depend on the paychecks. we expose tom solano the president of the trade council filed false paperwork to get his six-figure pension then there's the former top labor leader dennis gannon who was honored by the state legislature, our investigation found just one day of work at the city allowed him to ratchet up his pension to $158,000. the government is also looking for records on timothy fully and to others from a local union but the federal subpoena doesn't stop there it spreads to other units whose leaders in the investigation were caught getting the pension system, robert g. annalee while on leave from the city went to work for

chicago's local 1001 which means he could be a triple player, when job inch three pensions. the justice apart and has requested his records along with several others, 11 altogether. it's about as abusive as i've seen in the state and a long long time. >> last week the state legislature approved a bill that would stop pension double and triple dipping and prohibits city workers from moving to higher paying union jobs and using that salary to base their city pension and lastly require pension managers to report all cases of suspected fraud like this the bill is awaiting a signature from the governor. most did not return our calls thomas villanova had no comment. they now have and would ministration to go forward into the future and to read more about this from our colleague

people still go forward with his appeal and while he understands what the jury found and understands the way that it was put and the things he was convicted of our criminal he still has to appeal and go forward and say that the process by which she was convicted was incorrect so he has to be very careful with his choice of words in this particular case he will continue to go forward and fight, we have said and his lawyers have laid out 158 motion for a new trial in which they say he did not receive a fair process and it will have to look at that and make that determination so yes while on one hand he will continue to fight he still has to choose his words very carefully when speaking to the judge. >> some people feel that this is appeal proof. >> i'm sure it is. alsey has to do is prevail on one issue not all of them and having tried the
